REF: DEFINITION

What is the Certificate?

The energy performance certificate (EPC, in Spanish CEE) is an official document drawn up by a qualified technician with objective information on a property's energy performance. It rates efficiency on a scale from A (most efficient) to G (least efficient).

When is it Required?

Under Royal Decree 390/2021, every owner who sells or rents out a property in Spain needs one. The energy label must also appear in any property advert.

Legal Validity

The certificate is valid for up to 10 years. With a G rating, validity can drop to 5 years. Keeping it in force is the owner's responsibility.

Online registration in Catalonia is usually quick. From the visit until you receive the official label it normally takes 24 to 48 working hours.
How much are the registration fees?
In Catalonia, the ICAEN fee to register a home's certificate is €12.90; for premises and other uses it depends on the floor area. It is not included in our prices: we pay it on your behalf and pass it on at cost. We tell you the exact amount before we start.
How much does an energy certificate cost?
From €95 for a flat (VAT included), a fixed price covering the visit, the report and the ICAEN registration process. The official ICAEN fee (€12.90 for homes) is charged separately. Prices for houses or for the pack with the habitability certificate vary; see the prices section.
Who can issue an energy certificate in Tarragona?
A qualified technician (engineer, architect or other qualification recognised under Royal Decree 390/2021) who visits the property and registers it with the ICAEN. At ETIK we handle it from start to finish, with no platforms or middlemen.
Do I need the certificate to rent out my property?
Yes. Since 2013 it has been required both to sell and to rent. Without a valid energy certificate the contract can be challenged and the owner can face fines of up to €6,000.
What is the difference between the energy certificate and the cédula?
They are two different documents. The energy certificate rates the property's energy efficiency (A-G) and is a Spanish national requirement. The cédula de habitabilidad proves the home meets minimum habitability standards and is required by the Generalitat de Catalunya. Many sales and rentals need both.
Do you issue asbestos certificates?
Yes. Since 3 October 2026, Catalan Law 8/2026 requires a certificate of presence or absence of asbestos to sell or rent a property. We inspect the property and issue the certificate signed by a registered engineer, with a photo report: €150 for flats and €180 for houses, VAT included. It states whether there is asbestos, its condition and the risk to people, as the law requires.
Do you cover the whole province of Tarragona?
Yes. We cover Tarragona city and the whole province: Reus, Cambrils, Salou, Vila-seca, La Pineda, El Vendrell, Torredembarra, Valls and the surrounding towns. Ask us if your town is not on the list.
What happens if I sell without an energy certificate?
Without one, the notary may refuse to sign the deed. On top of that, the rules provide for fines of €300 to €6,000 for the seller or landlord. The certificate must be registered with the ICAEN before signing.

Homes in Valls: what to know

In the old town of Valls and in villages such as Alcover, El Pla de Santa Maria or Picamoixons, many homes are stone-walled village houses on several floors, with an attic and sometimes a storeroom or an old animal shed added over the years.

The energy certificate covers the whole habitable part of the house. If rooms were renovated or added at different times, we note it during the visit so the certificate describes the house as it really is, not with generic values.

Storerooms, garages and sheds with corrugated roof sheets are the most common place to find asbestos cement in these houses, and the asbestos certificate (€180 for a house) covers them. If you are selling, check the cédula too: a second-occupation cédula requires minimum floor area, ventilation and natural light, which is worth checking in old houses before you advertise.
