What is the cédula de habitabilidad?

It is the Generalitat de Catalunya document that certifies a home meets the minimum habitability standards: floor area, ceiling height, ventilation, natural light, facilities and installations. It is regulated by Decree 141/2012.

For existing homes the second-occupation cédula is issued, valid for 15 years. Water, electricity and gas companies may also ask for it to set up the supplies.

It is a different document from the energy certificate. Selling or renting usually requires both, and since October 2026 also the asbestos certificate: we do them in the same visit.

When you need it

You are selling

Selling a home requires a valid cédula. If it has expired or there is none, it must be obtained before signing.

You are renting out

A tenancy agreement requires a valid cédula, and without it the tenant may have trouble connecting the utilities.

Your cédula has expired

If it is over 15 years old or you cannot find it, we check whether a valid one exists and, if not, apply for a new one.

What we check during the visit

We measure the home and check that it meets the Decree 141/2012 requirements for existing dwellings:

  • Usable floor area of the home and of each room
  • Ceiling heights
  • Natural ventilation and light in each room
  • Kitchen, bathroom and sanitary fittings
  • Water, electricity and drainage installations
  • General safety and health conditions

If the home does not meet a requirement, we tell you during the visit and explain your options before filing anything.

What if the home does not comply?

Some older homes do not meet every current requirement. In that case we explain what would need to be fixed to obtain the cédula.

If the home is being sold to be renovated, the law allows the sale without a cédula in some cases, with a technical report. We advise you on the option that fits your sale.

Cédula de habitabilidad: frequently asked questions

Do I need a cédula de habitabilidad to sell my flat in Salou or Tarragona?
Yes. In Catalonia, selling a home requires a valid cédula de habitabilidad. If yours has expired or there is none, we obtain it before you sign at the notary.
And to rent it out?
Yes. A tenancy agreement for a home requires a valid cédula, and utility companies may ask for it to connect water, electricity or gas.
How much does the cédula cost?
€185 for a flat up to 80 m², €195 between 80 and 150 m² and €220 for a house, with VAT and the cédula fee included. The pack with the energy certificate is from €249, plus the €12.90 ICAEN fee.
How long does it take?
We do the visit and file the application within a few days. The Generalitat then usually issues the cédula within two to four weeks. We send it to you as soon as it arrives.
How long is it valid?
The second-occupation cédula is valid for 15 years. After that it must be renewed to sell or rent.
How do I know if my home already has a valid cédula?
Send us the address and we will check. If there is a valid one, you do not need a new one.
Who takes care of the paperwork?
We do. We visit the property, prepare the technical habitability certificate and handle the whole application with the Generalitat. The cédula itself is issued by the Catalan Housing Agency (Agència de l'Habitatge de Catalunya), and we send it to you as soon as it arrives.
I live abroad. Do I need to be there?
No. We only need someone to give us access: a neighbour, a key holder, your estate agent or your property manager. Everything else is done by email and WhatsApp, and you can pay by bank transfer.
What is the difference from the energy certificate?
The cédula certifies that the home meets minimum habitability standards and is required by the Catalan government. The energy certificate rates its efficiency from A to G and is required throughout Spain. Selling or renting usually requires both.
Can you also do the energy and asbestos certificates?
Yes. If you are selling or renting, we do the cédula, the energy certificate and the asbestos certificate in the same visit.
